Registering a pharmaceutical product in Egypt requires submission of a complete registration dossier to the Egyptian Drug Authority (EDA). The process is structured, technically demanding, and typically takes 12–36 months from first submission to approval depending on the product type and dossier quality. Dossier format: the CTD structure

EDA accepts registration dossiers in Common Technical Document (CTD) format, with an increasing range of product types now requiring electronic CTD (eCTD) format. The CTD is structured across five modules:

  • Module 1 — Regional / Administrative: Application form, Arabic labelling (SmPC, PIL, labels), regulatory status in other countries. Egypt-specific; must be tailored to EDA's requirements.
  • Module 2 — Summaries: Expert summaries of quality, non-clinical, and clinical data.
  • Module 3 — Quality: API and finished product manufacturing, characterisation, control, stability data. Typically the largest module.
  • Module 4 — Non-Clinical: Pharmacology, pharmacokinetics, and toxicology. For generics, bibliographic references are typically acceptable.
  • Module 5 — Clinical: Bioequivalence data comparing the generic to the EDA reference product.

EDA-specific requirements

  • Arabic labelling — Mandatory. SmPC, PIL, and labels in Arabic (or bilingual), complying with EDA content and formatting requirements.
  • Local agent — Foreign manufacturers must appoint a registered Egyptian local agent. Agent registration must be current at the time of application.
  • GMP recognition — EDA accepts inspection by reference authorities (FDA, EMA, SFDA, and others on EDA's recognised agency list) in lieu of direct site inspection.
  • Bioequivalence study — Required for generic pharmaceutical products, comparing the generic to the Egyptian-market reference product, conducted to ICH E6 GCP standards.
  • Pricing approval — Egyptian pharmaceutical pricing is controlled. Price must be approved by EDA's pricing committee before a registered product can be marketed.

The registration process: step by step

1. Dossier Preparation

3–9 months. Assembling a complete, compliant CTD dossier. For products already registered elsewhere, this means adapting the existing dossier to EDA's specific requirements.

2. Submission & Admin Review

EDA confirms the dossier contains all required components. Missing components trigger a deficiency list. Responding promptly is critical — delays extend the overall timeline.

3. Technical Review & Approval

EDA reviews quality, non-clinical, and clinical data, and may issue technical queries. On completion, EDA issues the registration certificate. Total timeline: 18–30 months for well-prepared generic dossiers.

  • Incomplete Module 1 — Missing Arabic labels, absent local agent documentation, or expired GMP certificate.
  • Bioequivalence study not accepted — Wrong comparator, protocol not meeting ICH E6, or statistical approach not aligned with EDA's current guidance.
  • Module 3 quality gaps — Stability data not covering Egypt's climate Zone IVb (40°C / 75% RH), or manufacturing site documentation not current.
  • Labelling non-compliance — Arabic labels not meeting EDA content or formatting requirements.
  • Late response to EDA queries — Missing EDA's query response window results in dossier closure and requirement to resubmit.
